if i grow weed and smoke it myself, it is a victimless crime. this goes back to the statement: your right to swing a fist ends where my nose begins. when someone grows ans smokes his own weed whos nose is he punching?
im all about individual rights and personal responsibility. those laws that you stated above promote individual rights because they (hopefully) prevent rights from being infringed on. is that government control? if you think that protection of individual rights (one of the few things the government is SUPPOSED to do) is "control" then yes, it is.

Washington state bans all smoking in public buildings, and you must be at least 25 ft away from doors of public buildings.
I'm hoping they are going to pass a petition to allow "cigar bars" to open in this state. It's rather annoying that you have to go outside to smoke, especially with a winter like we had here, 60+ inches of snow and below 10F for several days...

If you drive a car (most of us do), you're good for 1.5 tons of the following every year: carbon monoxide, nitrogen dioxide, sulfur dioxide, formaldahyde, benzene, particulates, other toxic hydrocarbons. Compare that to the smoke you put into the atmosphere with your cigars. Outdoor smoking bans are based on nothing more than someone not liking what you do.
Ironically, many colleges are advocating lowering the drinking age, for practical reasons. That's no doubt because alcohol has become a totally accepted part of college life. I suspect that's because most college administrators drink, but apparently they don't smoke.

share common floors and/or ceilings with another unit in multiunit
residences.
I have been in some older condos where, if a smoker lived next door, you could definitely smell it. We lived in a townhouse that did not have this problem. In fact, the individual units didn't technically touch each other, they just shared the same brick face. There was a small (3-6") gap between each unit.
We had both our children while living in that townhouse. If smoke had been an issue, we would have moved before they were born. You can say that's the right solution, but what if smoke only became an issue after a smoker moved in next door? Are non-smokers going to be forced to move any time a smoker moves in next door? I consider that unfair.
Also, I'm sure plenty of smoking still goes on in apartments, condos, and townhomes -- despite the legislation. The legislation at least gives a non-smoker a leg to stand on if the smoking is infringing on his or her right to live in their own home. My personal preference, however, would be for this sort of regulation to be handled by the owners of the units, rather than the government. I just wanted to be sure that the other side in this was considered.

By that, townhomes would be exempt -- only condos would be covered.

As a commerical property owner, I don't intend to become the smoking police. If the government makes a law, they need to enforce it. Pure and simple.

They would enforce it the same way the owner of an investment property would. They won't patrol or cite somebody if they see them through a window, but if somebody complains about the smoke, it gives them legal grounds to make it stop.
Trust me, I've been there. Enforcement seems logical like that. But you know you've always got people who will complain, complain, complain, and then complain you're not doing enough about their complaints!
That's why I've resisted making my property smoke free. And if (when) a law is passed that says all property outside of private, adults only residence must be smoke free, I suspect there will be a goundswell of protest by property owners, who will take state government to court over the enforcement issue. Eventually it will make it to the Supreme Court where I'm confident they will rule that citizens are not liable for the enforcemement of statutes affecting public conduct. If they rule otherwise, we are officially a totalitarian state.
