I would say The Imaginarium of Doctor Parnassus but Terry Gillam has directed more than 2 movies since the Imaginarium sorta turned Documentary-ish after Heath Ledger's death but not really that was more a DVD extra thing so nvm0

9/11 was also produced by brothers Jules and Gédéon Naudet. They also produced "In God's Name" in 2007.
9/11 started as a documentary following NYFD rookie Tony Benetados. When they caught the first plane flying into the tower, they headed to ground zero and started filming along side the NYFD and NYPD heroes.
