I've had maybe a dozen, if that many, ISOMs in my life, and out of those some of them had a long finish which still wasn't a bad finish at all. Hard to say since ISOMs include hundreds of different kinds of cigars. Just my opinion, and it's worth the paper it's printed on.
Just like cigars from any country there is a great variety in the blends, and styles of cigars coming from Cuba. That said, I think it is indeed fair to say that in general, my experience supports the notion that Cuban cigars tend to be somewhat lighter in strength, and sometimes body, than for instance, their Nicaraguan counterparts.
