Thoughts? Will this spill over into Cigars? No more cigar hats and t-shirts. Going for online sales tax?

I'm no expert on legislation. I still refer to cartoons to help me understand how D.C. works. But if the House of Representatives passes legislation, doesn't it first have to go through the Senate and then finally end up in front of the Pres. to become a bill?

Either way, it seems to be targeting cigarettes more than cigars. Hopefully Ccom will be left alone on this.
